According to eSecurity Planet, Symantec Mobile Reputation Security is designed to help the carrier protect its network even if the user is on a different network. SMRS is a cloud-based system that scans any application the user tries to download and compares it to a list of known threats and sources. The carrier can then decide if it's an app that should be allowed to run.
The system likely won't be available commercially until later this year or early 2011 at the earliest.
